About the National Disability Resource Project
National Disability Resource Project is a Colorado-based nonprofit dedicated to helping people with disabilities, their families, and the professionals who support them navigate a complex and often confusing system of services, benefits, and rights. We publish plain-language guides, state-by-state policy explainers, and practical tools covering Medicaid waivers, Home and Community-Based Services (HCBS), special education, guardianship alternatives, and disability-related legal protections. Our mission is simple: make accurate, current, and actionable disability-related information free and accessible to everyone who needs it.
Founded by Colton and Savanna Brown, caregivers who have spent years navigating disability systems as both siblings and parents. Dedicated to Zeke Brown — may every family navigating lifelong disabilities find the support and answers they deserve.
Who this is for
This resource is for anyone navigating disability systems: adults with disabilities seeking services for themselves, parents of children with disabilities, family caregivers, and anyone who just needs to know where to start.
We especially built this for the parent who just got a diagnosis and has no idea what to do next — you're not alone, and help is out there.
How content is created and updated
All 50 state guides are researched by reviewing each state's official Medicaid agency websites, HCBS waiver documentation, and state Department of Developmental Disabilities resources.
Guides are reviewed and updated regularly — at minimum annually — and we note the last review date on every state page. When rules or programs change, we update accordingly.
We also use an automated weekly system to track changes across official state sites and flag guides that may need updating.
Disclaimer
This is a public information resource. It is not medical, legal, or financial advice. Medicaid rules, eligibility criteria, and waiver programs change frequently and vary by state.
Always verify important details with your state's Medicaid agency, your care team, or a qualified professional before making decisions. Cross-check with Medicaid.gov and your state's official agency websites.
